Recommendation: do not bid

Recommendation: do not bid. The county is buying a dental practice management system, and the dental core of that ask has no answer anywhere in Carepatron's claims library.

The check asked whether dental charting and ADA claim formats are mandatory. They are. Both sit inside the county's list of required capabilities, not in an optional annexe.

The killing requirements

The county's required capability list includes:

Clinical documentation tools such as graphical odontograms and treatment planning
Billing functionalities supporting both dental and medical claims with automated coding
Imaging integration with digital X-ray and intraoral cameras

Source note: this list is HigherGov's structured read of the RFP PDF, not the PDF's own words. The PDF sits on Wayne County's OpenGov portal, which returned 403 to a direct fetch and timed out twice through Firecrawl. I am flagging the attribution because it changes how much weight the wording carries, not the conclusion. The county's own published summary describes the ask as a "Dental Practice Management Software Solution", which is the same answer at a lower resolution.

Why this is not a Carepatron opportunity

Carepatron's library holds 211 claims. Searched across all of them, there is no claim mentioning a dental chart, an odontogram, periodontal charting, tooth-level treatment planning, intraoral imaging, digital X-ray integration, CDT procedure codes or the ADA dental claim form. That is not a gap register entry with a workaround. It is an absence of the product category.

Native claim generation is CMS-1500, the medical professional claim (insurance-native-claims). Dental claims run on the ADA form with CDT codes. Wayne County asks for both dental and medical claims, with automated coding, and Carepatron answers only half of that.

Everything else about this lead is attractive, which is worth saying plainly so the no-bid does not read as a reflex. The clinic is a reopening county Community Dental Program at 1519 Nye Road, Lyons. It will run one dentist and two hygienists against more than 9,700 billable visits a year. That is dead-centre on size fit, the term is three years plus two one-year renewals, and the buyer is a county public health department. Size and buyer fit cannot rescue a product fit this far off.

What would change the call

Only a product decision, not a procurement one. Carepatron would need dental charting, tooth-level treatment planning and ADA claim output. None of that is a configuration question, and the playbook forbids selling a roadmap, so there is nothing honest to write to this buyer today.

One thing worth keeping: Wayne County Public Health is a live, funded buyer of clinical software with a purchasing agent who answers email. Contact is Heather Loucks, hlloucks@waynecountyny.gov, 315 946 5673 extension 4707, with questions routed to Chris O'Connor at purchasing@waynecountyny.gov. If the county later buys a behavioural health or general clinic system, the fit changes completely.

Machine-written first pass against the verified claim library. Not reviewed by a person unless the status says so.
