State of Wyoming, Behavioral Health Management System (RFP #0050-N)

Recommendation: do not bid. BHMS is the state's own behavioural health data reporting system, sitting above the EHRs that community providers run. Carepatron sells the provider EHR, not the state system it reports into.

The check asked whether BHMS is a provider certification system or a clinical record system. It is neither.

The answer to the check

BHMS is a statewide management information and data submission system. The Behavioral Health Division's own provider contracts describe its role, and that description is the decisive evidence.

In the Division's contract with Southwest Counseling Service for behavioural health services in Sweetwater and Uinta counties, running 1 July 2026 to 31 August 2027, Attachment B sets out the provider's BHMS obligations: MIS and ESR submissions, DLA-20 functional assessments, accuracy thresholds, reconciliation, validation processes and submission timelines. Monthly accuracy reconciliation becomes mandatory from 15 August 2026.

The clinching clause is this one: the contract requires that the subrecipient's own Electronic Health Record system must support all BHMS data requirements, and that the Division be notified 30 days before any change of EHR.

So the Division's model has two distinct layers. Providers run their own EHRs. Those EHRs feed BHMS. RFP #0050-N procures the second layer. Carepatron competes in the first.

What the state is buying, in its own words

Quoted from the A&I Procurement Office's public solicitation notice:

The A&I Procurement Office will receive proposals for providing a secure, web-based software data management system, referred to as the "Behavioral Health Management System (BHMS)", for the State of Wyoming, Department of Health, Behavioral Health Division (Agency) through the Public Purchase online bidding system.

Note the phrase the state repeats in every version of the notice: "software data management system". Not a record system, not a practice management system. Every published description of this procurement uses the data management framing.

Why this is not a Carepatron opportunity

Product fit fails at the category level. A state behavioural health MIS is a multi-provider data warehouse with validation engines, submission pipelines, standardised assessment instruments such as the DLA-20, and state and federal reporting outputs. Carepatron has none of that, and the closest adjacent capability is a documented gap: known-gap-no-hl7-fhir states there are no HL7 or FHIR interfaces and no registry reporting, with data exchange limited to the public API, file import and CSV export.

The rubric also warns off this shape directly. A state or county behavioural health division system is the honeypot to resist: high dollar, frequently advertised and structurally disqualifying.

Evidence limits, stated plainly

I could not obtain RFP #0050-N itself. Public Purchase requires a vendor account to view the bid documents, and I did not create one, because registration submits Carepatron's legal and tax details. Two other routes failed: Firecrawl reached the Public Purchase login wall rather than the bid record, and no aggregator carries the document text.

What I did read is the state's full public solicitation notice, in the buyer's own words, plus the Division's own contract language describing what BHMS does. That is enough to settle the product category, which is what the check asked. It is not enough to quote a numbered requirement, and I am not going to imply otherwise.

What would change the call

Nothing at the state level. There is a real Carepatron-shaped opportunity adjacent to this one, though, and it is worth naming. Wyoming's community behavioural health centres are each required to run an EHR that satisfies BHMS data requirements, and to give the state 30 days notice before switching. Those providers are right-sized outpatient behavioural health organisations, which is the middle of the ICP. The BHMS award will not be Carepatron's. The providers feeding it could be.
