Open board

Six rows, 5 separate opportunities. Erie County appears twice because 2 sources list the same RFP, and the radar does not yet recognise one solicitation arriving under 2 source identifiers. Two of the 5 are live solicitations with real deadlines. The other 3 are early signals with no procurement published yet.

Both live items arrived in this morning's run, on 21 September, so they fall outside the week this report covers. They are on the board because the board is current as at today.

Watchlist

• Chemeketa Community College, Oregon. Its request for information on counselling appointment software closed on 19 August 2026. A request for information normally comes before an RFP, and a college counselling centre is the proven win pattern. Look again 15 November.
• South Carolina Department of Juvenile Justice. A written determination dated 30 January 2026 awards Medicat as an interim electronic health record without competition and states that a competitive RFP will follow. Whether the scope covers residential sites, community sites or both is still unknown. Look again 1 December.
• Central Alabama Wellness. Alabama granted it $43,580 on 24 August 2026 to upgrade its electronic health record. No procurement date was stated, so the look-again date is 90 days out. Look again 6 December.

No watch item fell due this week, so none needed re-checking. The nearest is 55 days away.

Closed this week

No solicitation reached its deadline this week. Two leads left the board another way: both were investigated in full and both came back no bid.

(RFP# 27-09RHT-026), closing 2 October. Assessed, no bid.** This was the only live solicitation on last week's board. The drafting job obtained the full 100 page RFP on 14 September and rescored it from 47 to 12. Four separate requirements each disqualify a bid on their own:

• Section 4.2.3 states that an offeror who cannot meet the state's Microsoft-based single sign-on standard will have its proposal rejected. Carepatron supports email and password with multi-factor authentication, plus Google and Apple sign-in.
• Sections 3.1, 3.3 and 3.6 put Medicaid enterprise scope at the centre of the ask, including enhanced federal financial participation, Advance Planning Document material and 42 CFR Part 2 protections.
• Section 3.2 requires inpatient admission and discharge notifications, which needs an HL7 interface Carepatron does not have.
• Attachment C requires a priced on-premise deployment option. Carepatron is cloud-only.

The buyer was also wrong on its face. It is a state payer building infrastructure to run a shared-savings programme across clinics, rural health centres and Tribal partners, not an outpatient practice buying a record system. Two corrections went back into the radar: the deadline is 2 October, not 3 October, and the "invitation only" label on the posting board is a portal default applied to all 35 current opportunities including rest area cleaning, not a restriction. closing 6 October. Already a no bid, confirmed again.** A BidNet Direct listing published on 15 September carried the title "Electronic Medical Records System" with the buyer, scope and closing date all hidden behind a paid subscription, so it scored 50 as a fresh candidate. It is the same University of Virginia solicitation the radar assessed and declined on 7 September, now arriving through a fourth source. The drafting job identified it on 16 September, downloaded the RFP again from the university's public portal and confirmed the verdict at 42. Nothing about the call changed: the university requires real-time inventory tracking with lot and expiry management, medication interaction and allergy checking, student information system integration and single sign-on, and it states 225 record users against the 20 to 100 clinician range Carepatron serves. This week's intake

• Both REVIEW items resolved to no bid inside the same week, South Dakota on 14 September and the University of Virginia duplicate on 16 September. Both are covered above.
• New York State Corrections and Community Supervision, electronic health records, RFP C161877. The largest genuine record system purchase of the week and correctly disqualified. The full 84 page RFP was read on 17 September: 33,750 people in custody across 41 facilities, 850 concurrent user licences, and a minimum qualification of 4 prior electronic health record customers including 2 institutional deployments.
• University of Plymouth, patient record management, £890,000. A real system purchase, disqualified because bidders must already sit on the NHS Business Services Authority certified dental practice management list and the scope is dental patient administration.
• Two more near-misses worth knowing. Hidalgo County, Texas, went to market for community services case management covering energy assistance and block grant programmes, which is social services rather than clinical. The Alabama Board of Examiners in Counseling wants a licensing database for licence renewals and continuing education tracking, so it is regulating counsellors rather than running a counselling service.
• The 91 SKIPs were mostly not software. Clinicians and case managers hired by the hour, construction and facility fit-outs, grant and funding notices, hardware and peripherals for record systems other vendors already supply, and a steady run of legal work that matched on the word "counsel" rather than "counselling". Vendor press releases and marketing blog posts also reached the queue.
• Duplicates cost real work again. The CAWT PEACEPLUS learning management system tender arrived twice on 14 September and twice more on 17 September, and the Statesboro sex offender counselling solicitation arrived twice on 17 September, each time through a second aggregator.

Two figures will not reconcile against the raw verdict count, and the reason is worth stating once. The stored verdict table holds 93 skips for this week rather than 91, because South Dakota and the University of Virginia each carry a second skip entry recording the reversal after the documents were read. The 93 scored and 91 skipped figures above come from the daily digests and count each candidate once.

Drafting

• South Dakota Department of Social Services, Medicaid PACT case management tool. Assessed 14 September, no bid. The full RFP and Attachment C were read. No coverage figure applies, because nothing was drafted for submission.
• University of Virginia, electronic medical records system. Assessed 16 September, no bid. The BidNet listing was identified as an existing solicitation and the 7 September verdict was confirmed. No coverage figure applies.

Nothing was drafted for submission this week and nothing is waiting on Glen. The drafting job ran on all 5 weekdays.

Pipeline health

• Runs: 5 of 5 weekday runs completed, on 14, 15, 16, 17 and 18 September. No run failed, timed out or errored, and no source reported an error on any run.
• Sources: 16 of 17 enabled. BidsAndTenders, OpenGov Procurement, SUNY Jaggaer, Texas ESBD and Washington WEBS each inspected records but matched none all week, the fifth consecutive week for all 5 while still reporting "ok". Texas ESBD inspected the most by far, 480 records across the week for nothing, and it did match one record in the 20 September run, its first in weeks. SUNY Jaggaer stays the costly one, because SUNY counselling centres are the proven win pattern. Separately, Starbridge inspected 15 records all week against 40 in a single run up to 11 September; last week's report flagged the drop as worth watching and it has held.
