Weekly report

RFP Radar week 2026-W43 (12 October to 18 October)

Yes. Two things need a person: one free question to Cabarrus Health Alliance closes today, 19 October, and Oakland University's bid still cannot be submitted without a BidNet registration.

Actions this week

  1. Cabarrus Health Alliance, North Carolina, practice management and electronic medical record. Email the drafted question to Monica Shelley-Henson, Monica.Shelley-Henson@CabarrusHealth.org, asking whether "will meet all meaningful use requirements" means current ONC certification, and whether the state registry, pharmacy and laboratory interfaces are mandatory or desirable. Her answer publishes as a binding addendum, so it costs nothing and settles the bid. Questions close 10:00 am EST today, 19 October. For Carlos.
  2. Oakland University, Department of Counseling, cloud electronic health record for its counselling training clinic. Pick a bid owner and complete the MITN purchasing group registration on BidNet Direct. The form submits Carepatron's company details, so a person has to do it, and without it no response can be lodged. Proposals close 3 November. The 13 October question window passed unused, so the 2 drafted questions can no longer be asked. For the sales team.
  3. Oakland University, same bid. Answer the 3 product questions that decide whether to bid at all: does supervisor approval routing and co-signature exist, can a supervisor observe a telehealth session without the client seeing it, and do we hold a HECVAT. The 5 October draft cannot be finished without them. For Glen.

Eleven rows, 8 separate opportunities. Oakland University appears 3 times and the Nevada community health nursing waiver twice, because several sources list the same solicitation and the radar treats each listing as a new lead. Three rows are live solicitations with real closing dates. The other 5 are early signals with no procurement published yet.

The Seneca County row arrived in this morning's run, on 19 October, so it falls outside the week this report covers. It is on the board because the board is current as at today.

Watchlist

  • Chemeketa Community College, Oregon. Its request for information on counselling appointment software closed on 19 August 2026. A request for information normally comes before an RFP, and a college counselling centre is the proven win pattern. Look again 15 November.
  • Central Alabama Wellness, Alabama. The state granted it $43,580 on 24 August 2026 to upgrade its electronic health record. No procurement date was stated, so the look-again date is 90 days out. Look again 6 December.
  • South Carolina Department of Juvenile Justice. The state signed continued support for its existing Medicat electronic health record in January 2026, and no end date is readable on the determination. Look again 27 December.
  • State of Nevada Department of Health and Human Services. The statewide electronic health record procurement stopped being a rumour this week. Last week it rested on an aggregator summary. On 16 October the waiver document itself was pulled off NevadaEPro, and Nevada State Purchasing says in its own words that it "is currently leading the effort to establish a statewide Electronic Health Record (EHR) solution" while the division "must continue services while the statewide contract is being developed". No timeline is given. Look again 10 January 2027.
  • Nevada Division of Public and Behavioral Health, Community Health Nursing. A sole source award, signed 14 October 2026 at $888,504.92, puts its electronic health record with Patagonia Health until 11 October 2027 across 8 rural clinics. Look again 11 September 2027, 30 days before it ends.

No watch item fell due this week, so none needed re-checking. The nearest is 15 November, 27 days away.

Closed this week

  • Erie County Department of Health, New York, juvenile justice case management platform, RFP 2026-052VF. Closed 15 October with no bid lodged and no decision recorded. The 21 September assessment said do not bid unless the county would accept a vendor that cannot connect to the county's own staff login system, and the RFP requires users to "authenticate exclusively through the County's IdP". The one question that would have settled it was never sent before questions closed on 22 September. It was listed as an action in the reports for weeks 40, 41 and 42. This is the only lead this quarter to lapse rather than end in a decision.
  • Nevada Community Health Nursing Program, internet-based reporting system. Closed 15 October, assessed on 16 October, and there was never anything to bid on. The listing that reached the queue was an RFPMart catalogue entry with a wrong buyer, a wrong reference number and a wrong deadline. The real record is a sole source waiver letting Nevada keep paying Patagonia Health for one more year. The item did not lapse, it converted: it is now the watch on the statewide procurement named inside that waiver.

This week's intake

155 candidates scored across 5 runs: 0 PURSUE, 5 REVIEW, 3 WATCH, 147 SKIP.

  • No new lead to pursue, and 4 of the 5 reviews were resolved in the same week they arrived. The radar found no opportunity worth a bid, but it did close 4 open questions that would otherwise still be sitting on the board.
  • Cabarrus Health Alliance, North Carolina, is the week's one live lead. The public health authority for Cabarrus County, about 120 staff across 3 sites, running more than 70 public health programs, wants practice management, an electronic medical record and a billing clearinghouse in one system. It spends $75,000 a year on its current system today, against roughly $56,160 a year for 120 staff on Carepatron Advanced at list. Scored 57 on 14 October, re-scored 66 once the full 41-page RFP was read. Closes 3 November.
  • The Nevada item was mislabelled at every level, and the correction is the lead. It arrived as a cloud electronic health record purchase scored 52. It is a sole source waiver. Inside the waiver, Nevada states it is building a statewide electronic health record procurement, undated. Two watch items were logged this week off the back of it, one for the statewide programme and one for the community health nursing clinics when the Patagonia Health contract ends in October 2027.
  • Three reviews closed as no bids. University of Wisconsin-Madison University Health Services: the question window had already closed on 5 October, the incumbent is Point and Click Solutions, and 4 stated-mandatory requirements land on verified gaps. Somerset Council, England: its drug and alcohol case management system mandates NDTMS submission twice, plus a certification block requiring ISO 27001, ISO 9001 and Cyber Essentials. Palm Beach County, Florida: WCAG 2.1 Level AA is not scored but warranted in the contract, where failure is defined as a material breach, and the county wants a layer sitting across its providers' existing records systems rather than a records system.
  • Near misses, real software purchases that were correctly ruled out. North East Lincolnshire Borough Council is buying a smoking cessation case management system, 90,000 pounds over 3 years, quality weighted 80 per cent, closing 10 November, but bidders must evidence current delivery of such a system to an English or Welsh council. The State University of New York wants course, exam and event scheduling software, which is registrar timetabling rather than clinical scheduling. Greece's Information Society wants a 1.4 million euro finance and human resources system for its mental health units, with Greek-language submission only. A Richland School District Two item in South Carolina turned out to be implementation labour, with the software licence in a separate prime solicitation. The Department of Veterans Affairs ran 3 more brand-named QGenda on-call scheduling notices, all requiring a FedRAMP authorised host.
  • What the skips mostly were. Buyers wanting people rather than software: counsellors, teletherapy for school districts, crisis and residential treatment, carers hubs, advocacy and care coordination staff. Then legal work caught by the word "counsel" rather than "counselling", construction and refurbishment at behavioural health sites, school catering and grounds maintenance caught by stray "wellbeing" keywords, and a long tail of job advertisements, vendor blog posts and electronic health record listicles.

Drafting

  • University of Wisconsin-Madison, University Health Services and Environmental and Occupational Health, assessed, no bid, 48 out of 100. The route that worked was the public ShopUW+ event PDF, which had been reachable without a login the whole time the radar was writing blocked notes. Written 12 October.
  • Cabarrus Health Alliance, assessed, still a review, 66 out of 100. The buyer was locked on BidNet and was identified from BidNet's own public summary paragraph, which paraphrases the buyer's opening sentence. The Alliance publishes the full RFP free on its own site, so no portal account is needed to bid. Carries the drafted question for Carlos. Written 14 October.
  • Somerset Council, no bid, 43 out of 100. The specification was read without the Proactis account the 8 October note was blocked on, because the council published all 28 numbered requirements as a public market engagement form. A SKIP was recorded on both source ids so it stops re-queueing. Written 15 October.
  • Nevada Department of Public and Behavioral Health, Community Health Nursing, assessed, no bid, recorded as a watch at 48 out of 100. The 7-page waiver was pulled off NevadaEPro through its download form and read as rendered images, because the scan has no text layer and the server has no text recognition software. Written 16 October.
  • Palm Beach County, Community Services Department, no bid, 36 out of 100. The 75-page RFP answered its own question, so no question to the county was needed. Two stored facts were corrected: the contact address and the questions deadline. Written 16 October.
  • No full requirement draft was written this week. All 5 were assessments or no bids, so there is no coverage count and nothing new went to Glen beyond the 3 Oakland questions already outstanding. The drafting job found an empty queue on 13 October.

Pipeline health

  • Runs: 5 of 5 weekday runs completed, on 12, 13, 14, 15 and 16 October. A second scheduled run also fires at about 07:32. On 16 October that early run failed with an execution error and wrote nothing, and the 08:00 run covered the day in full. The drafting job ran on all 5 weekdays.
  • Sources: 16 of 17 enabled. Vendor Registry stays switched off because its row parser is unvalidated. Every enabled source returned records. Bids&Tenders read 380 records for no match, OpenGov Procurement 288 and SUNY Jaggaer 140, all 3 for the fourth week running, with SUNY the costly one because SUNY counselling centres are the proven win pattern. Texas ESBD matched nothing for the third week running, 672 records read, and returned zero records at all in this morning's run, which is flagged as possible source rot. Merx matched nothing on 155 records after matching 11, 21 and 19 in the 3 weeks before, which is new and worth a look. Washington WEBS recovered, matching 4 after none last week. AgentMail alerts matched 18 after 2.
  • Site: https://rfp-radar.carlosmccoy.xyz, last deployed 19 October.
  • This report is labelled 2026-W43 but covers 12 to 18 October, which is ISO week 42. The label is generated one week ahead of the period it describes, the same defect the last 2 reports recorded. The proposal that staged it expired unapproved on 12 October.
  • Staged proposals waiting on Carlos, oldest first. Ages are the file dates the 14-day expiry clock uses.
  • rfp-radar-bidscope-mirrors-gated-bidnet-documents (5 October): Bidscope mirrors the actual attachment files of BidNet-gated solicitations on public storage with no login, which is how Oakland broke open. Expires today, 19 October.
  • rfp-radar-bidnet-login-now-behind-captcha (5 October): BidNet moved its login behind a JavaScript CAPTCHA, so the vendor account no longer works from a script and the drafting prompt's login instruction is stale. Expires today, 19 October.
  • rfp-radar-same-solicitation-recurs-under-new-source-ids (9 October): the radar deduplicates on the listing identifier, so one solicitation carried by several sources is invisible to it. It bit twice more this week, on Wisconsin and on Somerset. Expires 23 October.
  • rfp-radar-shopuw-event-pdf-is-public (12 October): on JAGGAER portals the public event page carries a link to the complete sourcing document with no login, which turns a blocked note into a scored assessment. Expires 26 October.
  • rfp-radar-uk-notices-gate-on-sector-incumbency (13 October): UK notices can require existing delivery of the exact service being bought, which excludes Carepatron at selection no matter how well the product fits. The rubric has no dimension for it. Expires 27 October.
  • rfp-radar-bidnet-ai-overview-names-the-buyer-obliquely (14 October): BidNet's public summary paragraph leaks the buyer's name as a common noun even when every other field is locked, which is how Cabarrus was identified. Expires 28 October.
  • rfp-radar-council-market-engagement-forms-bypass-gated-portals (15 October): UK councils publish their full requirement list as a public market engagement form linked from inside the machine-readable notice record, which beats registering on the portal. Expires 29 October.
  • rfp-radar-ndtms-gates-english-substance-misuse-tenders (15 October): every English council drug and alcohol case management system is gated on NDTMS submission, and the claims library has no entry for it. Worth adding to the hard disqualifier list. Expires 29 October.
  • rfp-radar-nevadaepro-attachments-download-via-form-post (16 October): NevadaEPro attachments are reachable without a login through a two-step form post, and the same method should work on other state portals running the same software. Expires 30 October.
  • rfp-radar-rfpmart-sw-numbers-are-catalogue-ids-not-solicitations (16 October): RFPMart invents its own reference numbers, deadlines and buyer descriptions, and downstream aggregators copy all 3 errors, so every field needs re-deriving from the government portal. Expires 30 October.
